The market has changed. With the Affordable Care Act’s (ACA) individual mandate penalty reduced to $0, states are left looking for ways to stabilize their healthcare markets. They’ve responded with individual mandates of their own. Many of these require individuals to carry their own individual health insurance, validated through a state-specific tax form.
While requiring individuals to have health insurance certainly can add some political pressure, many states feel such initiatives are worth it and that the absence of such a policy is more problematic.
